GOOD NEIGHBOR FILMING POLICY
For Hancock Park and Windsor Square

Common sense and common courtesy
for the benefit of the film industry and the preservation of our neighborhood

HOMEOWNER GUIDELINES: Location owners or their designated representative should check with their neighbors to ensure that any potential filming activity will NOT be unduly burdensome for their neighbors before accepting filming at their location. If there are conflicts, the neighbors should endeavor to work it out before any permits are issued. In particular, neighbors immediately adjacent to the potential location should be contacted and fully informed of the proposed filming. All neighbors in Hancock Park and Windsor Square are encouraged to maintain open lines of communication with each other.

SPECIAL CONDITIONS FOR FILMING
IN HANCOCK PARK/WINDSOR SQUARE

The following conditions shall apply to all permits for filming in the Hancock Park and Windsor Square neighborhoods. Signature surveys, private negotiations, and all other activities designed to modify these conditions are not permitted.

FREQUENCY: Film days shall in all instances be defined to include prep and strike days, and shall be infrequent, as required by state and local law. Accordingly, each block may film up to a maximum of 14 days per calendar year. Each individual location may film 5 days in the calendar year without neighbor approval; more than 5 days shall require the written approval of the neighbors. No single shoot may last more than 5 consecutive days. There must be a 30-day respite between shoots on a block.

HOURS: Site preparation, filming and strike are permitted only between the hours of 7:00 a.m. and 10:00 p.m. Site preparation, filming and strike are not permitted during other hours, on weekends or on civic or widely-observed religious holidays. Any extension of these standard filming hours must be approved by affected neighbors and the approved hours and days must be specifically indicated on the permit. If neighbors are not home to be surveyed, their agreement CANNOT be assumed.

PARKING: Film production equipment trailers may park only on the side of the street of the filming location. Film companies must obtain written permission from homeowners before parking generators in front of houses or on the side of houses if the house is on a corner. All generators must have a proper noise shield. No passenger vehicles, including but not limited to those of cast, crew, or film service providers, may park on area streets; off-site parking with shuttles to the location must be arranged.

NO INTERFERENCE: Filming activities may not interfere with any neighborhood services including but not limited to gardeners, residential construction, street cleaning and trash collection, nor may filming activities interfere with resident safety.

EQUIPMENT: No equipment shall be placed on sidewalks, parkways, or allowed to remain in public view except: 1) while moving them out of public view; and 2) in the instance of such electrical cables and exterior shot equipment as may be essential to the actual act of filming. This includes, but is not limited to, all craft service, catering, food and dining equipment; props; wardrobe racks; cameras; sound equipment; tables, tents, structures, and chairs; all of which are prohibited on streets, sidewalks, and parkways, and must not be visible from the street. Sidewalks must be kept clear at all times.

COMPLIANCE: The location owners or their qualified representative and the Film LA on-site monitor must be present at all times at the location to ensure compliance with the permit and conditions. The monitor shall arrive at the designated location 1 hour prior to the permit start time to ensure proper arrival and shall remain with the production company during all filming related activities to enforce permit compliance and proper departure time. Any neighbor with questions about filming during the shoot should be directed to the Film LA on-site monitor; the on-site monitor should have both the permit and all the neighbor signatures available for any neighbor to see.

NOTICE: Film LA must notify the residents of the affected block of the address, date, hours, and contact phone numbers for filming. This notice must be delivered no later than 5:00 p.m. two (2) days prior to the first day of any substantial work at the location. In addition, Film LA must notify the volunteer local film coordinator. For Hancock Park, please contact Ruth Marmelzat at (323) 934-0138 and for Windsor Square, please contact Mike Cornwell at 310.387.9248 or by email at cornwellm@sbcglobal.net as soon as possible but at least two (2) days prior to filming. The local coordinator will then notify the block captains of the affected blocks to ensure that everyone knows of the upcoming filming. Notification will be done by Film LA using the approved notification form. Permit requests must be submitted to Film LA at least three (3) days in advance.

NOTICE TO CAST AND CREW: Cast and crew shall be informed of these guidelines and of the Filmmaker's Code of Professional Responsibility.
